    Abstract: 本研究目的在於建立國民小學學校創新經營指標層級架構。先經由文獻整合、
    歸納、分析有關學校創新經營的重要因素及成份，再採用改良德爾菲法之模糊德
    爾菲法，設計問卷徵詢與整合相關領域的專家之意見，篩選適當學校創新經營評
    估指標，最後設計分析網絡程序法成對比較問卷，徵詢與整合相關領域的專家之
    意見，針對有效問卷進行權重計算，並將各個構面及評估指標之權重進行比較分
    析，建構指標權重分配體系，期能作為學校及政府單位擬定學校創新經營相關政
    策、預算經費與人力資源分配的參考。
