    Abstract: 近年來志願役軍官與士官的招募不足。國軍為提高基層幹部來源的「質」與
    「量」及考量應採用何種策略及誘因,才能吸引青年接受招募,而加入志願役士
    兵的行列,或用縮短軍事教育期程及節約訓練成本,甚至運用其民間專長,以「民
    專軍用」、「專長專用」之選、訓、用原則,以期在短期內迅速、有效的延攬人
    才投入軍中服務,已成國軍積極推動之首要任務。
    志願役士兵,為志願性質,又稱募兵制,而志願從軍者視其為職業,然而「人」
    是組織中最主要的資源,人力資源的獲得、維持與發展,是組織最重要的任務之
