    Abstract: 截至九十二年底,我國共有九十所技專校院(包括科技大學十七所、技術學院五十六所以及十七所專科學校),其不但需要面對同類技職體系學校間之激烈競爭,更需要與高教體系之大學校院一爭長短,可謂面臨空前之壓力與挑戰。而在各技專校院中,圖書館總是扮演一個重要的服務單位之角色,不但要強化原有圖書館各項活動之服務品質,更重要的是必須精進日新月異的資訊服務品質,進而全面提昇對全校師生學術服務之質量。
    目前我國技專校院圖書館,面臨最嚴重的人力資源經營困境,肇因於各館館員數量極度匱乏、館員素質有待提昇,以及缺乏提昇館員績效機制。
