Abstract:	面對瞬息萬變的環境，政府部門作為公共事務的管理者，為了維護國家安全與穩定民生，必需檢討風險管理模式執行的有效性，以及預先於履行組織執掌與任務前，謹慎辨識組織內外環境足以影響施政目標達成之風險事件，以進一步規劃因應施政策略，努力以最少成本達到降低風險的最大施政成效。儘管我國為強化各機關風險管理能力，由行政院於民國94年起函頒「行政機關風險管理推動方案」努力推動風險管理，然而根據我國審計部稽核報告與學者研究指出，部分機關尚未落實執行風險管理機制、未持續進行風險評估，致使遺漏重要風險項目等缺失，甚有機關人員對 Facing the instantaneously variable environment, the government has to review the effectiveness of risk management model for people's livelihood and the country safety.
