Abstract:	在這二十一世紀全球化的浪潮下，各個國家間的競爭，帶動了城市間的激烈競賽，全球地方政府大刀闊斧地改革，以期能與全球接軌。在這樣的趨勢與衝擊下，縣市首長的領導風格更是影響地方治理網絡的關鍵因素。本文以《遠見雜誌》在2009年針對25縣市長施政滿意度調查結果中，連續三年拿下五顆星最高榮譽的新竹市長林政則進行個案研究。從「領導風格」與「地方治理」的分析觀點切入探討，藉由文獻檢閱、彙整、與分析的過程，歸納出和林政則市長的領導風格與地方治理網絡相關的議題，並直接深入議題核心，也就是府會互動的領域上。結合問卷調查，並與 Under the 21st century globalization tide, competition between various countries led the fierce competition among cities.
