    Abstract: 限制理論 (TOC,Theory of Constraint) 應用在專案時程的規劃上,已經有相當多的研究及成效,但是以限制理論來進行專案作業的工期緩衝時間設計,卻鮮少有人探討。限制理論式專案管理的要徑鏈和緩衝管理,都是為了降低不確定性因素的影響,而希望專案能在期限內完成。目前應用限制理論來規劃專案時程和緩衝時間的模式有兩種,分別為Goldratt在1997年提出的剪貼法、及Newbold在1998年所提出的平方根誤差法。但是這兩種方法對處理作業的不確定性或其他變異,尚存在著一些問題。
