Abstract:	國軍因人力縮減，必須以委託技術服務方式辦理各項軍事工程事務，近年來，委託PCM管理軍事工程已蔚為風潮，然而因甲、乙雙方立場不同，於遂行專案管理各階段常有執行與配合之盲點存在，執行成效普遍並不如預期，實應建立簡單、合理、可行之專案先期評估與作業程序，使專案開始前，即行預警並針對未來可能影響專案之因子，進行排除、避險努力，進而敦促服務廠商依契約權責確實履行應盡之義務，減少不預期窒礙及無謂之推搪、爭議。本研究採失效模式與效應分析（Failure Mode & Effects Analysis, FMEA)方式， Due to the reduction of human resources in our National Army, many military construction projects have to be fulfilled by entrusting technical services.
