隨著經濟產業結構的改變，人們有越來越多的時間從事戶外遊憩活動，而此時城市中綠地逐漸稀少，開發空間日益有限，都市居民遠離緊張壓力的工作環境的欲望越來越強烈，而尋求接近大自然的渴望也就越來越殷切。在這樣的新生活形態下鄉村旅遊已經成為休閒旅遊發展的一大潮流。 近年來南庄、北埔、峨眉等周邊鄉鎮觀光發展迅速，吸引人潮，留住遊客，相較之下，遊客多數僅過境三灣鄉，少見停留進行遊憩活動。三灣鄉擁有許多觀光遊憩資源，例如登山健行步道、休閒農場、特色民宿、茶坊、主題餐廳…等，但是三灣鄉為何只是遊客遊程中設定的中繼站， Changes in industrial structure as the economy, people have more and more time engaged in outdoor recreation activities, and then gradually rare green space in cities, increasingly limited space for development, urban residents in the working environment
