Abstract:	流域管理包含水資源管理利用、水污染防治、河川及排水治理、集水區經營與綜合發展等，對於政府公共工程中納入體制內之生態保育措施，則普遍闕如。因此，治理工程生態檢核制度係為兼顧治理與管理、生態保育與環境景觀維護等理念之具體生態保育措施作法。為探討工程生態檢核制度建立與推動之關鍵因素，特別針對國內重要的工程示範區，進行實務案例操作、分析、驗證與檢討。本文案例以石門水庫集水區保育治理工程推動生態檢核制度，撰述其分析方法（參與觀察、諮詢訪談、問卷調查等）與制度建立過程，內容有賴於多方參與者（如政府單位、專家學者、民間 Watershed management includes water resource utilize, prevention and control of water pollution, rivers and water drainage administration, integrated catchment management.
