Abstract:	本文是以個人電腦為平台，結合影像處理的技術，建立出車牌辨識系統。本系統使用將字元做細化處理的結構法來做為車牌字元辨識的依據，並且以階層式的字元辨識架構，透過特徵值擷取與編碼針對車牌上的數字與英文字母做辨認。　　本系統主要分成兩個部份，第一部份為車牌定位及字元分割，影像經過Sobel邊緣偵測、雜訊濾除、二值化及投影法將影像中車牌的字元包含破折號的位置做切割。第二部份為字元辨識，將細化處理後的字元透過節點位置的判定、節點方向性、四角定位及水平垂直特徵的分類將字元辨識出來，最後實驗出來的辨識速度及辨識率都 In this dissertation, we construct the License Plate Recognition system by using PC as a platform and image process techniques.
