    Abstract: 管仲為春秋名臣，在齊時，因得桓公賞賜，被重用為相，為使百姓對桓公這個新政府有信心，「以區區之齊在海濱，通貨積財，富國彊兵，與俗同好惡。------其為政也，善因禍而為福，轉敗而為功。貴輕重，慎權衡」。可見管仲為政治國之道，乃順應民心，重視經濟，並透過政教合一，全民皆兵等方策，達到『國富兵強』的目的。終至「兵車之會三，乘車之會六，九合諸侯，一匡天下。」(《史記‧管晏列傳》)，孔子「許以仁」也。
