    Abstract: 隨著資訊系統委外的規模不斷成長，委外專案的成功率卻未隨之上升。因此，本研究期望由專案管理的角度，將資訊系統委外開發依不同階段進行分割，以獲取委外開發各階段的重要變數，藉此探討資訊系統委外開發的失敗因素，期望有助於委外專案在預定的預算及時程內完成專案所需的品質。本研究首先採用德菲法獲得專家的意見，再針對委外專案的成員進行問卷調查。以專案整體的時程、成本、品質作為委外專案的績效衡量指標，藉此探討資訊系統委外開發專案在「規劃階段」、「執行階段」及「結案階段」可能發生之問題，以獲得整體專案之時程延宕、成本超支及品
