    Abstract: 營建工程中工作人員的態度及行為嚴重的影響專案的安全。本研究使用案例探討鐵路交通運作中自然及非自然災害的發生。本文並以套管工程為例說明災害防護措施之重要性。如自然災害處理程序、營建工程之安全衛生管理、緊急事故、災害防範及救助處理等也在本文中探討。文中也探討災害報導、火線之斷線、緊急處置及修護措施等如何來降低災害的程度。
