Abstract:	十八世紀工業革命的興起，加速了人類文明之發展，但也因為快速的現代化使得能源消耗、臭氧層被破壞、極地冰川溶化、動植物滅亡、海平面上升與廢棄物污染等問題，造成地球生態嚴重的破壞，也進而導致全球暖化(Global Warming)以及氣候變遷(Climate Change)加劇。正因如此，繼1997年京都議定書(Kyoto Protocol)之簽訂到2009年12月的哥本哈根會議(Copenhagen Accord)，全球綠色環保意識逐日升高，人類在防洪減災這塊領域除了講求更有成效之外，更希望能達到綠色環保之精 The rise of Industrial Revolution in the 18th century has accelerated the development of human culture.
