    Abstract: 台灣位處世界三大地震帶之環太平洋地震帶上,地震活動頻率高、強度大,尤其1999年921大地震發生後,突顯台灣都市計畫體制和防災規劃的不足。然而,都市防災的制定,避難據點與住家距離的關係是重要的選擇因素;其中避難圈域劃設方式亦為重要工作之一。因此,如何利用適當工具考量各相關因素來劃設避難圈域是都市防災目前重要之課題。本研究擬以台灣科技發展重要腹地(衛星城市)的竹北市,作為都市防災避難圈域劃設之研究對象,並藉由地理資訊系統(Super GIS 2)建置都市防災之空間資料,將臨時避難據點之服務範圍(圈域)透過不
