    Abstract: 近年來台灣自行車旅遊盛行,中央與地方政府亦努力建設自行車道,以帶動城市與鄉村遊憩的發展,國內自行車活動頗受重視。中央與縣市政府編列經費建設自行車道,面對眾多選擇,如何決定優先建設之車道順序?車道建設評選之因子為何?皆應該深入探討與研究。政府部門評選公共建設,在有限的資源下,公部門的投入必須做最適當的決策,避免所建設之公共設施使用率過低,造成投資建設浪費。在此相互依存的關係之下,可透過相互回饋(feedback)過程而得到最終之方案;選擇方案的過程需為客觀評選,最終所決定的方案才可成為真正使用率最高之建設。
