    Abstract: 國防訓儲制度施行近24年,對國家科技工業高素質研發人力需求提供了重要來源,目的為運用與建立民間科技能量支援國防工業發展,並落實國防科技於民間企業。由於社會各界對訓儲員額需求不斷增加,而國防訓儲役男人數供給未能對比滿足,各廠家對其員額分配合理與公平性屢受評議。訓儲員額申請的審核機制攸關訓儲人員的數量與分配,是為訓儲員額評量中重要之一環。為了解其委員會甄選員額分配評量指標與權重是否合適,本論文以德爾菲法(Delphi method)針對25位專家、學者的彙整意見,採問卷調查的方式分別對指標項目的增減、確立及權
