    Abstract: 工安事故嚴重人員的傷亡及企業損失慘重，工安零災害是公用天然氣事業經營的目標。本研究綜合之前文獻探討討論工作安全與組織安全氣候之重要，由五位公用天然氣事業的主管進行專家問卷調查，輔以「分析層級程序法」分析其優先順序。本研究以公用天然氣事業的主管觀點，工作安全及組織安全氣候兩構面十項指標發現組織安全氣候對工作安全是相當重要。
