    Abstract: 隨著社會與氣候環境的變遷,災害的形式和種類日益複雜,這個現象更突顯了災害防救的重要性,然而基層消防人力的不足和人員素質問題,也是目前消防人力規劃上所面臨之重大隱憂。本研究以工作認知、工作效能和教育訓練等面向為基礎,探討不同考選方式下,消防人員之工作認知與效能是否有差異?經過深度訪談和問卷調查方式的比對分析,主要的發現有:首先,正期生消防隊員所表現的工作認知與效能,較特考生為佳;其次,正期生消防隊員對於第一線救災救護表現較,特考生對於文書企畫能力之工作表現較佳;第三,特考生教育訓練時間明顯不足,對於其工作認
