Abstract:	近年來，南海一直是各國苦無對策之待解問題，南亞周遭許多國家對於島礁下暗藏的石油、天然氣資源，無不虎視眈眈。伴隨兩岸經貿往來頻繁，政經的穩定促使在南海議題上有更進一步合作的空間，以太帄島為例，從島上觀光發展，與鄰近島礁下天然資源的開發，都可能會是合作要項，針對美國意圖影響南沙鄰近各國的主權紛爭，中國大陸與台灣無論在軍事或觀光資源開發上，確實有合作的必要。本文擬從網路治理觀點，系統分析，兩岸如何在鄰近國家覬覦之際，透過合作來洞察先機，取的關鍵性優勢。並輔以相關文獻左証，目的在鞏固及防衛我領土主權安全。在全 In recent years, the South China Sea has been that there is not waiting to solve the question, a lot of countries, to petroleum hidden bitterly under the islands and reefs, natural gas resource around South Asia of countermeasure in various countries all
