Abstract:	在美國具法定地位的正式府際合作機制中，府際關係諮詢委員會（ACIR）與全國鄉村發展夥伴關係（NRDP）為具特殊性與代表性者。這兩者亦代表建構府際合作機制兩種不同方向的努力與嘗試。其中府際關係諮詢委員會是由國會所創設、成員具多元背景的政策幕僚機構，但在一九九六遭到終結。而全國鄉村發展夥伴關係的創設則是由下而上、以地區偉主體，並由中央扮演催化與促成角色的跨部會、公私協力機制，其成效並受各州的肯定與學習。本文除了透過機制的創設、成員的結構、組織定位、目標設定與課責方式等層面對兩者進行比較分析外，並由其中進行經驗 Advisory Commission on Intergovernmental Relations (ACIR) and National Rural Development Partnership (NRDP) are formal and legal intergovernmental cooperation mechanisms in America, that is why they are specific and representative.
