    Abstract: 檢視《天下》及《遠見》兩雜誌，自2003年以來的地方政府評鑑指標內容，發現有下列問題：1.齊一性的指標，無法反應出縣市間不同願景的施政重點。2.指標缺乏變異性，無法衡量績效表現。3.指標內容並非縣市政府職權範圍所及。4.指標內容與縣市政府施政作為之間缺乏明顯的因果關係。5.施政滿意度調查項目指標選擇的任意性。本研究擬以新竹縣市政府為個案研究對項，進行有關地方政府治理績效指標的建構，採取「量身定做」的動態績效評鑑制度，並符合下列條件要求：1.績效指標必須能反應地方政府的施政策略作為。2.施政策略作為必須能反
