Abstract:	本研究之目的在於透過調查及深入訪談分析影響里幹事執行社會救助政策之因素以及探討利害關係人對里幹事執行社會救助功能的認知與看法。本研究有以下發現：里幹事在執行社會救助政策時，在組織層面認同度高的有（平均數超過4）：能依照標準作業程序來審查、能依據實際狀況來審查、了解個案實際需求、能合理執行權限、及了解政策相關法規。另一方面，認同度較低的項目（平均數低於3）則是：中央給予地方社會救助經費是合理、基隆市社會救助的經費充裕、基隆市預算經費足以供給申請者。從組織層面來看，91位里幹事對執行社會救助政策認同度高的 The study adopts survey and in-depth interview to analyze impact factors of village secretarys implementing Social Assistance Policy and to explore conceptions and opinions of stakeholders toward village secretary implementing Social Assistance Policy.
