    Abstract: 在民主國家執政黨常利用其執政優勢，以營造選舉行情，藉由開立選舉支票或採行擴張性財政政策刺激短期的經濟榮景，以爭取選票，此一經濟現象隨著選舉起伏上上下下，即所謂「政治景氣循環理論」（Political Business Cycle Theory）。本研究目的在藉用政治景氣循環理論以1961年至2009年間縣市政府決算的統計資料進行獨立樣本T檢定，俾觀察比較該期間內歷屆縣市長是否會操控縣政府財政支出以換取選民的選票支持。本文研究假設一在桃園縣並未得到顯著的證實，在南投縣則得到低度顯著的證實。換言之，投機派政治
