    Abstract: 人權是人類文明發展的普世價值和共有資產，沒有一個國家或個人可以被排除，或者存在著雙重標準。馬英九總統在尌職週年前夕（98年3月）完成兩項聯合國國際人權公約的簽署程序，獲得國際普遍肯定，象徵臺灣在人權議題和國際接軌，也再次展現臺灣深層參與國際社會的決心。為了解臺灣人權發展的現況，本文擬比較歐美五個被普遍認同的權威人權研究機構近年來對臺灣人權表現的評鑑，作為臺灣人權信度分析的基礎。根據本文五個主要權威人權調查機構對臺灣人權調查結果之比較，建議未來臺灣必須積極研擬人權發展策略如下：第一、法務部各級法院檢察署、調
