    Abstract: 地方政府在預算考量因素上，地方首長的競選政見與法定辦理事項
    是最為重要的兩個因素。本文以個案探討某縣歷屆縣長當選人的優先政
    見，結合財政支出決算以檢驗其政見承諾的兌現。本研究發現該縣歷屆
    縣長當選人所提重要的優先政見，若屬於較具體的政見如闢建道路建
    設， 其被兌現的機率相對較高， 而屬於原則性的政見被兌現的機
    率相對較低， 主要原因是民眾對具體的政見較容易檢視， 執政
    的縣長有其誘因自然努力兌現其競選時所提出的具體政見； 至
    於原則性的政見因內容較模糊， 民眾較難檢驗其是否兌現， 相
    對上比較容易受到忽略
