    Abstract: 根據歷年來《天下雜誌》所作的調查，新竹市政府在經濟競爭力、教育競爭力與施政廉能競爭力表現較為突出，均領先其他縣市而名列前茅；比較值得加強的是環境競爭力與社福競爭力，有待市府相關單位的努力以赴。各縣市政府若欲推動行政革新，落實政府再造運動，必須有一套「誘因機制」，最重要的誘因機制就是以「城市競爭力績效評估」來檢驗縣市政府的整體競爭力。而各縣市政府之整體競爭力表現也需從整體運作觀點來做宏觀的觀察與評量，針對縣市政府各單位之業務性質，邀集民眾、行政官員、民選首長與議員共同設計客觀且實用之競爭力指標，經由縣市政府
