Abstract:	地方政府預算最主要的決策者為地方首長，其次是行政官僚的各機關首長與財政機關首長，再其次才是議會；在預算考量因素上，地方首長的競選政見與法定辦理事項是最為重要的兩點原因。因此本文檢驗歷屆新竹縣長與新竹市長當選人所提重要的優先政見是否會兌現，並比較他們的競選政見與財政支出決算以檢驗其政見承諾是否算數？是否說到做到？本研究發現歷屆新竹縣市長當選人所提重要的優先政見，若屬於較具體的政見如發放敬老津貼每月五仟元和打造花園城市，其被兌現的機率相對較高，而屬於原則性的政見被兌現的機率相對較低，主要原因是民眾對具體的政見 The most important decision-makers for the budgets of local governments are the magistrates; others include the chief executives of the departments as well as the chambers.
