    Abstract: 台灣之人口分佈與密度趨勢相當不一致。臺北地區因用地之限制，各類建築活動已趨緩，違建行為隨之減少。臺北縣環抱臺北市，面積廣闊且人口眾多、鄉村聚落與都市型態並存，違建數量增加快速。自七十八年起，違章建築累計未處理數量，十八年增長達46.2倍，為全島違建最嚴重之區域。本文以臺北縣違建問題為研究方向，從臺北縣政府角度，描述違建拆除處理因子間互相影響的關係，應用Vensim PLE軟體，建構系統基模，藉以找出關鍵問題，並嘗試提供最適對策。
