    Abstract: 近年來台灣地區經濟建設全面發展，公共建設所需砂石料源主要係來自河
    川，而河川資源之利用除了水利發電、民生用水、引渠灌溉外，還蘊育砂石提供
    國家公共建設料源之功能。本文研究現行台灣地區砂石採取執行方式，經實地分
    析探討國軍部隊協助水資局執行河川疏濬任務，對其生產系統進行衡量、分析，
    並尋求可行的改善建議。
    本研究探討生產力對於疏濬工程之重要性，並建議執行河川疏濬工程時應採
    用生產力的手法，檢測疏濬工程的效能；另建議從方法與技術、行政後勤支援及
    施工人員激勵等三方向研擬生產力的改善策略與方向，並對人員應有規劃
