    Abstract: 近年來台灣社會建築物公共災害頻傳，根據內政部統計，96年度火災事故累計發生3,390次，因火災死傷人數達518人，其中火災類別以建築物火災2200次占64.9％最多。因此，建築物公共安全實為重要課題。同時，由於我國經濟型態及消費行為，商業登記業別與土地使用建物用途及消防安全分類難以統合或界定，以符合現行各項法規之行業分類使用的認定。導致許多建築物擅自變更使用，且室內裝修管理辦法虛有其法，卻未能落實。嚴重影響建築物本身原有安全設計以及整體居住環境。本研究以生活品質及居住安全為基礎，參酌他國實施制度，並考量現
