本研究起因於專業營建管理(Professional Construction Management, PCM)目前已成為國外執行營建工程管理之主流,國內近年來亦積極推動專業營建管理制度,相關個案運用PCM之績效均不顯著。機關對如何選擇適合委託專業營建管理代表業主執行工程管理課題,既想運用專案團隊專業、專管能力,卻又擔心業者低價搶標,造成委託PCM管理之工程案,其成效並不如預期,但卻又不知如何選適合又品管較佳專管。經依工程會統計標案系統及歷年(五年內)品管及工程查核成績比較,運用德爾菲法評估模式評選出最適合 PCM (Professional Construction Management) presently has become the mainstream abroad in the construction project management.
