    Abstract: 交通建設為公共建設之基礎,不僅提高各地區往來之便利性,更活絡了各地區的經濟發展。但據研究發現,一個國家道路及路側總面積約僅占該國家總面積的1% - 2%,但對該國家生態的衝擊卻高達總面積的10% - 20%。反觀台灣,因地理位置特殊及地貌特異,而孕育出豐富的物種,葡萄牙人還美譽台灣為「福爾摩沙 (Formosa)」,但過去我國只重視發展不顧環境保育的背景下,已不知對環境造成多少無法挽回的破壞。所幸近年經專家、學者的提倡,使「生態補償制度」將導入台灣。
