    Abstract: 台灣位處於世界三大地震帶之環太平洋地震帶上,該地震帶是全球最主要的地震活動帶,地震活動的頻率最高,強度亦最大。近10年來,台灣地區都市人口急遽成長,經歷數次重大天然災害,尤其1999年921大地震發生後,更突顯台灣都市計畫體制和防災規劃的不足,從鄉鎮、縣市到中央各級政府更加重視防災計畫的擬定,都市防災已成為都市計畫的重要工作。然而,都市防災的制定,必須考慮居民避難行為特性,並結合各地區之地理條件,規劃適當臨時避難據點以因應災害異常時之居民避難需求,由相關研究文獻得知,避難據點與住家的距離是重要的選擇因素,
