    Abstract: 我國政府為促進經濟建設,不斷充實各項公共建設,民間建築工程又趨蓬勃發展,且連接全島的運輸動脈均有賴道路工程之定期保養、維護,以致使用水泥、砂石等天然材料數量無於計數,由於保護河川禁採砂石之故,使得砂石短缺問題,日趨嚴重,幾已達枯竭狀態,保護天然資源固然重要,創造國家競爭力亦不容忽視。
