    Abstract: 交通建設為公共建設之基礎，不僅提高各地區往來之便利性，更活絡了各地區的經濟發展。但據研究發現，台灣因地理位置特殊及地貌特異，而孕育出豐富的物種，葡萄牙人還美譽台灣為「福爾摩沙 (Formosa)」，但過去我國只重視發展不顧環境保育的背景下，已不知對環境造成多少無法挽回的破壞。所幸近年經專家、學者的提倡，使「生態補償制度」將導入台灣。國內目前針對生態補償初期評估以有研究，並建立完成評估架構與方式，本研究採行之評價框架為楊華勳君所研究之交通基礎設施建設和標準選擇並用以評訂三芝北投公路環境影響自評，並檢驗其效果
