    Abstract: 台灣四周環海，海岸環境多樣複雜且特殊，是孕育生態的重要場所，也是海陸交接的緩衝地帶。近年來隨著經濟產業結構及社會需求的改變，土地需求大幅增加，使得海岸地區開發的壓力劇增，然而海岸又為高度敏感與脆弱之地區，海岸地區的開發利用應從建立永續社會經濟發展的角度思考，在環境容受力限制下考量環境與社會經濟發展並存，有效的利用與管理，並配合海岸地區使用管理計畫，確保其永續生機。因此海岸地區的土地於發展時應該透過整合性的海岸管理工具，適當地進行空間規劃，以達到最適土地開發利用。
