Abstract:	自然人文生態景觀區由交通部觀光局於2007年頒訂「自然人文生態景觀區劃定作業要點」作為劃設法源。本研究目的主要有（一）觀光政策：檢討原住民保留地自然人文生態景觀區劃定之觀光政策、行政與法規三位一體執行困境；（二）參與式規劃：探討在地原住民參與自然人文生態景觀區劃定意願；（三）經營管理：探究部落社區參與作為觀光行政體制治理單元的範疇、項目與空間。文中依各主關機關制定法源論理，以法律定義、位階、法源、立法意旨及相關競合關係分析。文末提出建議政策面強化政府跨部門溝通平台功能，社區參與面應兼顧開發與自然保育，經營 Natural and cultural ecology area is defined by the Bureau of Touring of Department of Transportation by “The Guideline of Regulation of Natural and Cultural Ecology Area”.
