| Abstract: | 台灣河川面臨資源枯竭的命運，近年乃有民眾自發性的「封溪護漁」行為，此一「封溪護漁」活動起於1980年代，至今不到20年，921大地震後在社區總體營造下，封溪保育運動更加蓬勃，除了希望達到生態保育目的外，亦期望為式微的地方帶來可觀的收入，然而目前大部分「封溪護漁」的管理模式並不盡符合真正的保育原則，甚至有濫用或過度使用資源之危機。
苗栗縣南庄鄉蓬萊溪於民國90年1月1日公告執行「封溪護漁」，迄今四年餘，在假日時已成為南庄當地重要景觀遊憩據點，並因應施設許多公共服務設施，本研究擬透過問卷調查、訪談及相關文獻回
