Abstract:	封溪護漁之目的在於讓河川休養生息，資源得以永續經營，然而在陸續推動護魚行動二十年後的今天，卻頻見於封溪河段進行不當放生、舉辦釣魚比賽、疏浚工程以及沿溪興築大型公共設施與景觀餐廳等行為。本研究以苗栗縣的封溪護漁個案為調查對象，對封溪護漁政策與執行成效進行檢討，發現「封溪護漁」的成敗主要繫於地方意見領袖的價值觀與環境態度，是影響地方居民在「封溪護漁」方面決定採取支持或反對立場的重要關鍵。至於公部門在護魚行動中所處之角色，則常常是被動消極而非從整體資源保育的角度著眼，此外，公部門彼此業務重疊，也連帶影響河川環境 Abstract The objective of river reserve is to recuperate river ecology in an attempt to achieve sustainable management of natural resources.
