    Abstract: 台灣地區河流短促且急，豪雨來時臨造成洪水、天然災害頻繁，尤其是颱風帶來的豪雨夾帶大量土石引發土石流、河川水位暴漲造成河岸嚴重淹水、暴潮等，造成財產損失及衛生、交通、電訊設施等問題，也造成居民不安甚至對生命安全嚴重威脅。
    　　本研究選定以新竹市舊港地區為研究對象，舊港島地處頭前溪出海口的潮間帶地形，但未加規劃的潮間帶區，導致舊港里容易在暴雨或颱風來臨時發生洪害。為保留舊港地區，舊港島岸邊應興建堤防做適度保護，並配合洪氾區管制，限制土地使用。
