    Abstract: 雙溪為東北角海岸風景特定區內的主要溪流，出海口與鹽寮灣海岸及福隆海水浴場相連，為一獨流入海之河川，由於地形多變化與礦藏，成就雙溪獨特的自然與人文地景，近年來卻因為不當之河川整治與土地開發利用，雙溪河域幾乎每逢大雨即淹水，逐年加高的堤防已經證明對洪氾的紓解助益有限，因此，如何尋求築堤治水以外之途徑解決氾濫之問題乃是當務之急。
    在雙溪河沿岸地區，居民與水爭地的情形非常普遍，並將河川視為排水溝渠，愈接近都市聚落區，河道型態被改變得愈厲害，動植物生態的破壞亦愈嚴重。本研究 利用文獻回顧、雙溪水域之環境調查一手資料
