    Abstract: 「城市」乃是人類文明和社會生產力發展到一個階段的所形成的產物，自從後工
    業時代的開始，城市進入快速的發展與擴張，使城市發展面臨不斷的問題與挑戰，根
    據聯合國統計2009 年全球將都市人口超越鄉村，並預估到2050 年全球將約有70%的
    人口居住在都市，然而行政院主計處統計，台灣目前都市人口佔總人口數的73.75%，
    高密度的人口聚集，造成都市的交通、社會、經濟、生態、安全等，成為都市問題，
    所以城市透過ICT 技術應用與智慧系統結合，且得到解決之道，成為未來都市發展的
    亮點，稱作智慧城市。因此，新時代的城
