    Abstract: 本文目的係透過問卷調查方式，在考量不同物流運籌功能分類及國家資源要素觀點下，評估航空站發展運籌體系之最適發展策略。由於不同國家資源要素之投入，將影響航空站在物流運籌條件之不同績效表現，進而影響廠商投資意願；而航空站在不同物流運籌條件之績效表現，對國家資源要素之表現亦有不同程度顯現進而影響國家競爭力，進行策略評估時無法以傳統單向之層級評估模式方法(如AHP方法)進行評估，因此本文運用網路層級分析法（Analytical Network Process, ANP）建立雙向層級評估模式，進行該桃園航空站發展進出
