    Abstract: 交通部自民國85年開放國道路權後,許多原本沒有合法執照的民營業者紛紛申請國道路權,成為合法業者,再加上一些新成立的客運公司,使國道客運業在短短幾年內快速成長。由於大客車高承載量的特性,使得每次發生事故所造成之傷亡均較一般小客車事故高,而依據內政部警政署民國92年臺閩地區大客車道路交通事故發生原因分析,其中未保持安全行車距離間隔事故率高達20.4%,此亦為大客車道路交通事故之主要原因,而國道公路警察局為抑制居高不下的高速公路肇事率,乃宣布推出兩階段「國道安全執法」專案,第一階段取締重點為在高速公路上行駛路肩
